Modify issue types and forms on project admin level

Is there a way to allow project admins to add and remove issue types or at least allow project admins to modify the forms that appear for different issue types?  The "Issue Types" field in the project settings is missing on my (Project Admin) account but is visible on a System Admin level account.

With what type of project are you working; Company Managed or Team Managed? Software, Service, or Business? That information can be found in the Type column on the View all projects page under the Projects menu.

For Company Managed projects, no, it is not possible to allow Project Admins to change the issue types that are available in the project. That requires Jira Administrator permissions. Project Administrators can manage that in Team Managed projects, along with being able to manage custom fields and workflows.

Your question about "forms" depends on the type of project with which you are working. Software projects don't natively support forms, so if you are working with that kind of project can you provide a screen image of the "form" to which you are referring?
