Missing "More" menu on Test issue type

Whilst attempting to demo the archiving of Jira issues using Data Center edition, I noticed that the "More" menu on a Test issue type screen is missing, which is where the Archive option exists!

I can see the menu on all other issue types in the projects, so it's not permissions related (I am system admin).

We are using Zephyr for test management but I cannot see any settings which would disable the menu.
