I have been cleaning up our Jira installation and inadvertently messed it up. Now when I go into Global Permissions, against 'Browse users and groups' and 'Manage group filter subscriptions' there are no users or groups listed and no way I can see to add permission groups back in. If anyone can help that would be great as I can no longer look up users within apps etc.

However, for some reason I only get 'Public' as the only group I can assign to that item. I have many other groups in users and groups, but they don't appear in the dropdown menu. Any suggestions?

Yes, all those exist aside from jira-servicedesk-users as that is not activated.

Actually, the 'software users' group seems to be missing

After adding public, my other groups started appearing and I was able to add them, so the problem is now solved.

I'm having the same problem, and I see that adding public will make the groups appear.
Did you just remove public after? Obviously we don't want to be held hostage to making things publicly available just to add a group, right?
