We have a client that would like the contents of their Jira project (currently on our Jira Cloud system) migrated to their own Jira Cloud instance - whilst I know we can do this with the "Migrate Cloud Site" option, it says it will also migrate all our users and groups, but we don't want any of this migrated, just the specific project data - can anyone advise?

You can choose to use the Cloud Migration tool and just migrate the project or projects you select.
For the users and groups, choose the option: Only users and groups related to the selected projects
For the group membership preservation, choose the option: Migrate users and groups separately (the user won't have access and don't consume a license)
Remove the users and groups after the migration.
The other option is the complete manual way, this is very time consuming an error bound way.
You would need to have all issues exported, have all comment and attachments
You would need to create an extensive CSV, where you would need to specify also every comment to each issue, with correct time stamp and user.
For attachments you need to make sure you have access on both cloud sites and API token created.
This needs to be specified in the CSV for each attachment to an issue

Thanks Marc, I appreciate the response - we certainly don't want the hassle of having to do things manually!
However, when using the Cloud Migration tool, I'm not seeing an option for "Only users and groups related to the selected projects", these are the options I see:

I just saw the option I provided are for the new version to be installed in Server/DC.
But the option you have represents the same.
