Migrate data from Server to JSM or JWM

Planning for Jira Server to Cloud migration . 

having product access to Jira Service Management and Jira Work Management
Jira server is having Licenses for Jira Software and Jira Service Management. 
shall i migrate form server to Jira Service Management or its mandatory to have Jira Softwate cloud product access ?
