Microsoft Teams for Jira Server getting user not authorized

[Deleted user]

I am trying to integrate Microsoft Teams for Jira Server to our Teams application but running into an issue after inputting the the Jira ID for connecting to my Jira instance.

I am getting a user not authorized error when trying to make it to the authorization screen. 

I am the admin for jira.

Please advise.
