We have a single user who exists in our member list and who can create tickets and assign himself to things, however other users are unable to assign or mention him in anything. It's as if for others he does not exist in our Jira team. This is only for one user and he was created in the same way as everyone else. Has anyone ever experienced this or have any ideas? It's super frustrating to not be able to tag/assign them to things.

I am a new user.
And I had some issue with our 1st user created.
User1 could login, but Administrator could not see this user1, so unable to assign any project and issues to this User1.
The answer given was due to Product Access not given. And that seem to be the problem in our case.
