If I understand your question, it looks like you are trying to utilize the SOAP API with a Jira Cloud site.  Atlassian deprecated the SOAP API from Jira Cloud sites back in 2015.  Please see the blog post  JIRA SOAP API is waving goodbye for details.

In turn, Atlassian implemented a REST API to replace the old SOAP API.   There are extensive documentation on how to utilize this API such as the Jira Cloud REST API - Reference Guide.
