Looks like export policy is configured.
Go to Atlassian Administration. Select your organization if you have more than one.
Select Security > Data protection > Data security policy.
Select one of the following:
Select a control name to view it.
Have you tried in incognito mode, deleting and reuploading the PDF and deleting the cache?
