the Status Page itself is not always 100% accurate. Just because the Marketplace component is working, doesn't mean every functionality is, if integrations (in your case - Jira) are not. Installing the App has little to do with marketplace itself.
They worked on the issue affecting Jira and - at least for my sites - everything seems to be back in business now.
