Currently, in Jira Cloud it is not possible to drag and drop subtasks or linked tickets to manually reorder them in the standard ticket view. It would be very useful if the platform allowed these elements to be ordered, for example, by grouping pending items at the top and completed ones at the bottom, especially when there are more than 15 linked items.
This would make it easier to manage and track progress on complex tickets.

The best way to get your suggestion directly to Atlassian is to open a support case (if your are a Jira Administrator) or use the Feedback option under the Help menu within Jira itself.
I found a mention of an advanced setting that worked in Jira Server/Data Center, but the same setting does not work in Cloud.

You can order the linked items with those settings. Maybe not what you are looking for exactly, but you can play with it and see if one of those settings works for your use case.
