I would like to know if it is possible to grant a user exclusive permissions so that they can only modify the Jira product without having access to user management, permissions, groups, etc. The idea is for them to be able to modify workflows, projects, task types, issues, etc.
Unfortunately, our current Jira setup has several issues related to permission configurations, with poorly structured projects and shared workflows and issue types.
I see two possible options, but I'm not sure which is the correct approach:

If you are a Jira Product Admin (done by being added to Jira Administration), you have the ability to manage workflow, issue types, schemes for company-managed projects.
Permissions would be managed by Jira Product Admins by setting what groups, users, roles, and fields would apply to that permission.
While Jira Product Admins can manage every company-managed projects, each project can be configured differently by using different schemes.
