I'm new on Jira , I search a tool for new project of blockchain , I don't know what ? where ? how ? to start . I see that Jira is a fantastic tools but need to master it for good efficient outcomes . So could anyone give me an advice for my demand please.

Your "demand" is not clear.  You have found Jira, an issue tracker, but are talking about blockchain, which has no real application in the field of issue tracking.

Jira would be a good way to handle your development, testing, tracking and maintenance cycles on anything you are building (which could well be blockchain stuff - I know of several companies using Jira to look after blockchain projects), but that's the best I can suggest without an explanation of what you are looking for.
