Make issue read-only when linked to other issue of certain issue type

IssueType 'Story' exists.

IssueType 'Change Request' exists.

I'm wondering if this scenario is achievable in JIRA Cloud:

I want to link several stories to a single change request. Whenever a story is linked to any 'change request' type issue, it should become read-only until the change request is unlinked.

This would greatly help us on our change request process, as we have to show proof that users cannot update fields on an issue once it starts the change request process. I know that we can do this by locking permissions down to a particular status, but I'd like to make the rule free from any specific status.

Unfortunately, it is not possible by linking with a certain issue type.

As you stated above, you could limit field editing by status or exclude certain fields from the Edit screen of the Story's Screen Scheme. However, this would limit the flexibility of the Story issue type. 

I would investigate any possible plugins that give you this functionality.
