When you create a new board you can set permissions, including making it private.
I have 2 active boards (on team managed, one company managed) created by other admins where they weren't set to Private and therefore are visible to other clients viewing their boards.
Jira help suggests that these are in Project settings but they don't appear to be and no other menu seems to offer this functionality.

I understand you want to make a Board private for Boards in Company managed and Team managed projects. Please note Boards are just a visual representation of issues/workitem fetched by the Board filter query and column mapping.
Make the filter associated with the Board as Private and allow only certain group of users access to View the Filter, the same permission will be applied on the Board. Make sure the users who have Viewer permission on the Filter also have Browse project permission for the Projects the Board is fetching issues from.
- Configure Board --> General --> Board filter
To check who is the Owner of the Filter (Only owner of the Filter can Edit Filter permission)
- Navigate https://<your_domain>.atlassian.net/secure/admin/filters/ViewSharedFilters.jspa and search with the Filter name
To make a team-managed project and its board private in Jira, you need to adjust the project's access settings. Specifically, you'll need to set the project access to "Private" and then manage who has access by adding users or groups. This will restrict visibility to only those explicitly granted access. To perform all the actions I have suggested here, make sure you are Jira Administartor for the instance. If you are not the Product Admin for Jira, please ask the Orgadmin/site admin to grant to Jira Administrator privilege refer Make someone an app admin

For team managed project - you need to change the access to Private - only the users added to the project will see it.
For company managed - you need to change the filter in board settings and limit the viewers - this can either be project, user, group or organization.

For team managed, I cannot find where I can make this the change to Private, it is not visible in the Project Settings for me.

You need to be a project administrator on team managed project to have the Access section enabled. Someone that is another project admin, need to add you as Administrators role as well.

I am org admin of the Jira instance... I have also set myself to admin of the board and the option it's still not appearing in Project Settings screen.
However, when in this screen, hovering over the expand menu on the left, a new menu appeared that included 'Access' and I was able to change it there.
Not great UX in the new UI from Jira :)

This is what I see on 3 dots on the project (I am admin and org admin) ... no 'Board Settings'. The UI has changed significantly and there's quite a lot that's moved.
