Main project => Sub Projects
I have the task of looking for this for our team. Is this even possible with JRA, and I have to display the bugs and running costs with priority. It would be great if someone could help.

In Jira a Project is a container for Issues.
Jira does not directly support the idea of a Jira Project having sub-"Projects".
Within a Jira project there is an issue type hierarchy that may suit your needs for a "sub-project". The hierarchy is:
Epic
|-- standard level issues; i.e. Task, Story, Bug, etc.
|-- sub-task level issues
It may suit your needs to use an Epic issue type to represent your "sub-project".
Beyond that we need more details about what you want to accomplish as far as displaying data and tracking "running costs with priority".

That appears to be 3 layers.
Or is 1.1 Spain the "main" project?
Are you trying to track any details of work at level x.x.x.x? Or is x.x.x the lowest level you want to track?
Do you need to track individual costs at level x.x.x, or just one overall number that you calculate elsewhere and enter as a final result at level x.x.x?
Jira is more oriented at tracking work than budgets and costs, but it is highly customizable and through customizations it may be able to meet your requirements.
I did a Google search using the term Jira track project and subproject budgets and costs and found lots of results about tracking budgets and costs of project in Jira. You may want to review those to see if they provide more details that help you make your decision. They may or may not address you need for "projects" and "sub-projects". They may or may not require third party apps to meet the requirements.
There is also another Atlassian product that is more directly designed for tracking budgets and costs and can be used in conjunction with using Jira to track the work within a project. The other product is called Jira Align. Here are some links about that product that might help you decide if that might be the better solution for you.

Yes, the triggering data would have to be entered , or variable on the x.x.x.

With a Premium subscription plan you can add layers above the Epic level.
If you don't need to track details at a layer lowe than x.x.x you could add custom fields (number type fields) for a single Budget value and a single Cost value to be used at each level. You could customize the system so that the data was entered only at the lowest level, and use additional customizations to sum up that info each time it was changed and write that into the parent issue.
If you needed more than three levels then, as I mentioned, you would need a premium subscription.
So, it is possible to do what you want with just Jira, but that doesn't make it the "best" solution for you.
You may want to consider engaging an Atlassian Solution Partner to really explore and define your requirements and help determine which Atlassian product would best serve you.
