1.Mail goes to spam mailbox.

2.If someone is mentioned in the remarks, the person mentioned will not receive the notification email. You need to add him to the watchlist first, and then mention him in the remarks before he can receive the notification email.

This, overall, sounds like a spam filter set too harsh. In general you can mention a person using the at-sign in an issue without the need to put them to watchers first.

In case the spam filter is under your control I'd suggest to review the settings. To be on the safe side it could make sense to review the settings of the involved mail servers, too.

By looking at your description of the problem it does not look like a problem connected to Jira directly - at least not on first sight.

In case you can provide further details - preferrably after some deeper investigation the community might be able to catch up.
