MS Access files

I have a Microsoft Access file that I need to share with my team members. However tools such as EDMS and One Drive do not allow locking of the shared MS Access document if its being edited by team member.  Does JIRA was similar design constraint for Ms Access type files?

Jira does not have any "locking", it's an issue tracker, not a file manager.  Access files might well be attached to it, but it simply accepts that any user uploading a new version of a file is ok to upload a new version without looking at anyone else who may have downloaded it and still be working on it.

Of-course it is! I did use Wiki previously to upload files as well as Jira to track stories. but I confused the two.
