am using 7.8.0.0 version and i don't have the access to Jira administration ,i tried several times to create administration access but i cannot.

As Nic mentioned, you will need to contact a Jira administrator from your instance to help get you into the instance. There may be an issue with the permissions they've given you or you might need to reset your password, but they will be able to tell you for sure what is the issue.
