Hello, my server is broken, and only have backups MSSQL Database and 2 files XML

 

activeobjects.xml

entities.xml

 

Is possible restore all from database and this xml?

Most of it.

You could create an empty Jira server of exactly the same version as the one you have lost, make sure it works with an empty MS-SQL database (i.e. get it running and log in as the new admin to test it).

Shut it down, restore the database, restart it, and re-index.  You'll need to think about re-integrating your user directories if you had external ones, and re-adding any Apps you had, but this will get it working again.

The other option is to do the same, but instead of shut-down and restore db, import the .zip file you found the two xml files in.  Again you'll need to think about directories and Apps.

However, in both of these cases, you also need to restore a copy of the attachments, which you have not mentioned.  If you have no backups of those, I'm afraid they're gone.  Jira will work, but not have the files, and will show broken links where they're missing.
