Is Initiative not considered as an IssueType?

Does it get included only if you have Portfolio installed?

If you had portfolio and uninstalled it, would you lose all data on Initiatives?

An "Initiative" issue type is not included out of the box in Jira. To my knowledge, installing Portfolio does not create any new issue types, either.

You can create whatever custom issue types you'd like, including one called "Initiative." Portfolio allows you to create additional levels of hierarchy in addition to the Epic > Story > Sub-task hierarchy. For example, you could have a new issue type called "Initiative" which can be a parent for Epics (i.e. a container for Epics).

You don't have to use the term "Initiative" if you don't want to - it's entirely up to you how want to add new issue types to Jira and how you want to configure Portfolio should you decide to install it. If you uninstall, you shouldn't lose the data on the issues themselves - you would lose Portfolio functionality and any portfolios you may have created.
