I am on boarding a group of students each session to a self-run server. I understand any invite or 'allow access to emails from a domain" will require the student to get an Atlasssian account external to our site?
Is there a way to just have a local account?

Hello,
You have a tag Atlassian Cloud, but your question is about a self-run server. If you have a self-run server, then you do not need users to have Atlassian accounts. You can create a local user.
You can find more info here:
https://confluence.atlassian.com/adminjiraserver076/create-edit-or-remove-a-user-945110973.html
If you invite a user, it does not have to be an Atlassian account. You can provide a email of the user.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
