Should have been fixed now. You may try to logout and login again if the problem persists.

I have checked in the community and other posts for this topic advise to try in an incognito browser and to clear out the cache / cookies. https://community.atlassian.com/t5/Jira-questions/getting-403-cloudfront-error-when-trying-to-log-in-to-jira/qaq-p/2465978 

If the problem persists, you can also open a ticket to Atlassian for support.
