Why is it possible to log hours on CLOSED issues?

 

What is the purpose of closing the Issue then?

thats a system behaviour...........

workaround:

You can edit the status Closed

https://confluence.atlassian.com/display/JIRA/Workflow+properties

Add:  jira.permission.work    --> value: false
