Dear Community - the question is simple.

Is there any tool (plugin, other etc.) that can track Time spent on task, regardless of the estimated time, that the assignee gave or not

&

Even if the Assignee has not pressed any Start progress button or not?

Real Actual Time spent measurement - not time spent against the estimated (we do not care about remaining time when the time spent cannot fall lower than the estimated).

This sounds like you want to report on information that you are not putting into Jira.  If there's no start/stop or work logging going on, then Jira simply does not have the data for you to report on.

I think you need to explain what data you ARE adding into Jira that you want to report on, then we can probably help you find a reporting solution.
