Log time in Jira and trigger a service management customer ticket as time reaches limit

Hi,

We have customers who are contracted to deliver a set number of hours each month for, if they wish to go over this time I'd like to create a ticket in Jira Service Management and email the customer asking if they wish to buy more hours for the month. The service management part is easy, but does anyone know how I can set a trigger based on one of my team's time logging within a month?
