No. If the user can see the issue they can see the attachments. The permission scheme only controls creating attachments and deleting them. There may be a plugin. What is the business reason for allowing a user to see an issue, but not associated attachments that may be required to understand the issue? If it is security the issue should have a link to a database repository that has document access control.
