Local host doesn't load JIRA server

Hi I am following the instruction given in the following video to setup my JIRA software

When I get to the stage where I type local host in the browser, I end up on the Apache Tomcat server not the JIRA server.

Can someone assist please.

JIRA do the logs say is going on?  (Look in jira-home/logs)  If there are no logs then the application is not even starting within Tomcat.  You can read the catalina.out to find out why it is not starting.

there is nothing in the jira logs.

I already checked local 8080
