Linking documentation for external viewing

Hello, 

I am looking for the steps I need to take to take a document we have created internally, and make it "viewable," "linkable", or "downloadable" by someone externally. Can you provide those steps? 

I work for Western Union and we would like to make a couple of policies viewable externally on our websites. (We do not use Google docs as our firewall doesn't allow. We would be working with PDFs.)

I doubt we could accomplish it with Jira. But, there a way to provide the required functionality in Confluence, should you have one.
