We have a scenario where we want to create a documentation sub-task under a parent bug.
When we create the sub-task we want to ensure that the lifecycle of the parent bug is not blocked or impacted. The sub-task must be an independent jira.
Any suggestion what option to select? Is it relates to or is related to or something else?
Sub-tasks do not have impact from the parent task
So is it ok to select the value in the field

I do not understand what you mean. But you can link a sub task to another task. It is fine.

What I mean is when I create a new sub-task which I just want to relate to a parent task without imposing any restrictions on the lifecycle of the parent task. What is the right option to select from the following drop-down... is related to or relates to?

If you want to create a subtask then you should use the Create Sub-Task option
In Jira Server/ Data Center it is under the More menu.
