We have a process where users can select from one of several .csv files to automatically import their specific task issues using the bulk import tool.
It works fine, but the standard importer doesn't expose sufficient mappings to allow the automatic creation of issue links. We use these within a standard workflow to enforce sequential flow of issues (i.e: Task "A" must be completed before Task "B", etc.) and it does this by not allowing a particular task to be started unless the blocking link is complete.
I would like to allow other users to use the system importer but restrict their admin rights to to just that particular activity (Admin permissions?).
Is it possible to create a "limited" admin who only has the ability to use the system import tool? I don't want "standard" users to create the list of issues and then require a second step to create links but I'm at a loss on how to do this.
Please feel free to suggest an alternative on my particular implementation as I'm fairly new to JIRA and I'm sure there are tips/tricks that I don't know about.

Anybody knows if there is a way to allow users to use the "External System Import" only without having access to the rest of admin features?

same here, not having this feature is infuriating as an admin and portfolio manager with 38 project managers doing a full implementation off the bat
