Limit a user to a single project

I'm trying to add a user to Jira that will only have access to a single project.  I do not want them to have the ability to browse to other projects.  But permissions for all other users who will also access this project should be the default.  So far of my attempts I have not been able to accomplish this - the user can still see the full project lists and access projects from the activity stream on the dashboard. 

Do I have to change the permissions or issue security on every project in order to accomplish this?

Don’t place them in any groups/roles at all. Add them as an individual to the browse permissions in the single project.
