I, as a manager, want to let HR division member to control Jira/Confluence user and group:
eg. Add user, Activate/Inactivate user, Add/Remove Users to/from groups etc
However, I don't want them to access Admin panel.
Does anyone know the addon or plugin which let me do this?

Their Windows credentials will match the JIRA/Confluence credentials and your current ADMIN team can control the credentials (i.e. read/write/access/etc). Your current ADMIN team can add them as a superuser.
However, I think that the potentially will be able to see the ADMIN control panel if they know where it is.
Good luck with that one. A new single sign on authentication system would be a ton of work and I want less work not more work.

You can think this option as work around.
You can create service /job to sync the DLs (Distribution list in Active directory) with groups of jira/confluence.
HR or any other authorized user can modify the DLs (generally DL owner will get the option to modify users). on executing the service/job, the updated list will reflect in the jira/confluence group.
Assuming, you are aware of Project roles. Project admins can manage roles of their projects. You can use project roles instead of groups
