We have a 'client' field which is a label type field.  It had a drop down of all previously added labels and we noticed the list is no longer there.  Is there a way to investigate what happened of how we can restore these labels?

The label would only appear when there's an issue linked to it. If the label is removed from all of the issues linked to it, it would not appear anymore.

Try running this in JQL:

client is not empty

See if you get any results. If no, then the client's "labels" are all removed. Or issues with the labels are removed. If you happen to remember any issues that has this client field, go to the issue and check the history of the issue and see what happened.

Actually, when we create a new ticket, the client list appears as expected.  When it comes to updating an existing ticket, that client list is not there.  What does show up is a list of other labels.
