Kanban Backlog

Is there a way to have the next issue in your Kanban backlog automatically pull over once and item on your board is moved out of its column? We have a column for items selected for development but not started yet and a WIP of 5. I would like to make it so that as an issue is started in development, then next issue in our backlog would automatically pull over to keep our WIP at 5 in the selected for development column.

I don't know of any way to accomplish this, at least OOTB. Maybe w/ addons. I would think you would want to do this based upon some count of issues the In Progress column maybe? If the count is below some threshold then take the top item off the "To Do" backlog and move to "In Progress".
