Jira users exceed lience

We have a 10 user self hosted licence. We are currently in the process of migrating Jira to the latest version. We have many legacy users on our platform in our backups (Exceeding 10) which have been applied. We would like to know what will happen when we apply our new licence with our existing legacy users on Jira? Would we be able to get around any expected issues without upgrading our licence further? e.g. keep the issue user data but lock the old users so that it does not count against our licence?

If you have more active users than your licence allows, Jira effectively goes "read only".  Everything is there, but you won't be able to amend issues, move them in the workflow or create new ones etc.

To fix it, the most simple thing to do is disable users you don't need to get the number back down to 10.  (Don't need to delete or mess with groups, just disable them all from user admin)
