Jira stopped sending email on ticket creation

Jira stopped sending an email on ticket creation all of a sudden last week. I checked the project email notification settings and it's still configured to send an email to a single user on ticket creation.

Who is supposed to receive an email? The Reporter of the issue?

There is a setting that defines whether user should get notified for their own changes. You can read about it here.

We have a distro group called IT Support that emails everyone in IT, that's the group that should receive an email whenever a ticket is created. According to the notification helper it shows the distro as receiving the email. Are there any logs I can check to see what's happening?
