Jira starts at setup

I'm restoring a Jira installation

I used ./config.sh to configure my home directory, configures and tested the connection to my database. I verified that there is a dbconfig.xml file in the home directory. after restarting Jira it still goes to the setup page

I am trying to understand:

• You upgraded JIRA or you installed JIRA?
• Yes you have to make changes to dbconfig.xml for your DB configuration EndPoint, Username, password
• There is another important file server.xml in your install directory, and other files depending on what you are trying to do.

I won't be able to help if you don't provide little bit more details on what you are trying to do. Upgrade or install?
