we would like to self host a new jira helpdesk solution. 

may i know What is the minimum server requirement of the server hardware?

which platform is better, faster and security such as windows, linux(redhat, centos), etc..

Seeking the suggesion.

Overall either Linux or Windows is OK to run Jira. As a experienced admin I personally prefer Linux (redhat/centos/debian is fine) since you can do more stuff than on Windows, but this depends on your personal (or admin) preferences. On both platforms it would be OK.

Over time you might need to scale. That is normal. If you add extensions, data would grow, more users would be using system then you would need to add more CPU and memory. But those are usually not big changes to the hardware. Overall start small and grow if needed.
