Jira "Plans" - Issue with using Rank

We are having trouble with the Plans in Jira noticed yesterday, continued today.  We cannot update the Rank - which is how we prioritize the work.  We've tried both bulk actions and drag/drop - neither are working. 

 

Anyone else experiencing?
