Do you see a specific message or error when trying to access the site/Jira board?
Also, are you an app or organization admin? If not, I would suggest reaching out to them to potentially troubleshoot what's going on 👀
Btw, you can track any global outages related to cloud apps here: Atlassian Status
One more thing worth noting is that each cloud site has a maintenance window where, sometimes, the site might be unavailable for a specific time. You can read more about it here: What is a maintenance window?
