When not logged in user recieves email notification, he clicks issue subject to open it in browser.
After browser starts, JIRA login windows opens.
User provides here right login credentials - correct login and password and clicks LOGIN button.
Then JIRA opens not issue, but contact administrators form.
So why, instead of issue, JIRA opens contact administrators form?

THis is a problem of Russian translation - you can switch to default English and get normal login screen. ;)
Guess that Russia pack should be updated.
That does not sound right. All the installations I've got access to take you to the issue you've clicked on in the email.
Could you tell us what version of Jira it is and what (if any) customisations you've made? Especially if any concern user management or authentication?
