Some of our users are receiving Jira notifications and some are not. We've double checked:

Any help here for additional trouble shooting would be appreciated.

Are the users receiving any emails at all from Jira for any activity?
Has each user checked their Personal Settings to ensure that they have not disabled email notifications?
Has each user logged in to Jira at least once?
