While on issue view, the screen automatically scrolls downward when users click on the “More” menu or hover over the bottom options. This behavior disrupts normal navigation by shifting the user's focus away from the intended section, making it difficult to view and access other options.
Noticing this UI behavior after our Jira Data Center software was upgraded to 11.3.5. Is it known issue? Is there a solution or work around to fix this bad User Experience behavior?
Any feedback would be highly appreciated.

Are you using Data Center or Cloud? This post mentions you are using Cloud. If you're on the cloud, I found JSDCLOUD-18638 that appears to be related.
I found JRASERVER-77694 on Atlassian's Jira Site
which looks related.
Have you tried other browsers, or another workstation? Do other people have the same issue?
If you're the system admin, you could open a Work Item with Atlassian Support, and they could weigh in on the issue.
Thanks @Dan Breyen for the response. Yes, we are using Jira DC and recently upgraded it to 11.3.5 from 10.3.5. Not sure, it is related to upgrade but users started complaining about it recently.

I've requested Support weigh in on this. If they don't respond in a few days, I would suggest contacting Support directly.
