My jira cannot find "manage app" button, also cannot assign or comment issue

On Jira Cloud, only users with the Product admin role (for that product) can see Settings → Apps → Manage apps. If you don’t have that role, the menu entry may not show.

Assignment issues:
For Cloud, for a user to be assigned an issue, they must: have the “Assignable User” and “Assign Issues” permission in the project’s permission scheme. Also: In a Service Management project (Cloud) only licensed agents (or users with the proper role) can be assigned

Commenting issues:
To add comments, you need the “Add Comments” permission in the project’s permission scheme.

You can find the page, via the following steps:
Proejct Settings --> Permission
There, you can find Assignable User, Assign Issue,s and Add Comment permissions.

Did you check the "Assign issue" permission in the Permissions section?
Are you involved in any of the roles, groups associated with that permission?

Let's check it through the ticket, which you can't assign.
Open the ticket, and you should see the "Admin" dropdown. After opening it, click on "Permission Helper".
Write your username and select Assign Issue permission.

One thing to check is the status properties.
In the workflow, click on the status in which the ticket is, and you can not edit it, and check the properties.
