So we have many comments with lot´s of images.
When I share a comment link, initially when the pages first open it shows the right spot where the comment I wanna show is. However, because of the loading images above, the page layout changes and then the user looses track of where the comment was.
So, one solution could be to wait for all images in the screen to finish load, and the scroll to the comment start programmatically
Are those images stored on the issue or link to an external image. I understand bigger images could take few seconds to load. May be try by reducing image file sizes?
Is it only for you or other users as well?

the answer for your question is:
the images are being used to document issues related to project management.
Most of them are screenshots from our project and are in the size range from a few dozen to a maximum of two or three hundred kilobytes
and yes, they are usually taking from 5-10 seconds to load. So after the images finish the loading process there is lot of layout shift and therefore the page is dislocated to a totally different point from what I would like to expect be seeying in the first place that is the exact point where the `focused comment` starts and takes the top of the screen viewport.
In other words, there is a lot of Cumulative Layout Shift happenning (https://web.dev/cls/) and should be fixed in order to improve user experience and even avoid miscommunication due to the fact that the user can become lost in between so many ticket comments not knowing exatcly which is the one that he should look in the first place by following the comment link.
