can you describe in a bit more detail what you're doing?
It seems like you're adding a comment and inside the comment you want to add an attachment is this correct?
I have some questions to better troubleshoot the problem:

I understand the frustration - and thanks for providing more details.
Unfortunately, I can't access the youtube-Link and using a fileshare platform might be better suited, otherwise the video format might be different.
Do you also have more information regarding my other questions?
Does it work to directly add the attachment to the work item? Without a comment?
Which types of projects do you use? JSM or Jira? Team-managed vs. company-managed?
It seems like the video is from a screen recording. Can you do another recording and try if that video uploads successfully?

The "notification" style errors will hide the actual error leaving the most recent error visible which has nothing to do with the underlying error.

so the bug is :
1. when uploading a video to a comment it appears to work until you go and save (and retry)
2. when you upload to a fresh ticket it doubly appears to work (shows attachment and video) but does correctly show an error message about file size quickly followed by an error message as in the video above.
