Jira application is slow to respond

Some users currently are experiencing issues with the Jira Application. It runs slowly, hanging for 1-5 minutes if they navigate to a new page, and it usually takes 10-20 seconds.

I've tried basic troubleshooting on one machine such as restarting, but the problem is still not resolved.
I checked the CPU load on the JIRA application instance to see if it was high; the CPU is utilized on the JIRA application and other applications appear to be fine.

It appears to be perfect from on my Machine.

There's a lot to look at here, but I'll try to start with some of the basics.

Is this Cloud or Server/DC?  You've said it was Cloud (in the tags), but then said you can restart and the CPU is not being thrashed when you monitor it, neither of which you can do on Cloud, so it sounds like you are on Server or DC.  Can you confirm?

You've said it works ok for you, but not for some users.  So the question is actually not about the service itself, as it sounds like it's running fine.  What is the difference between their client systems and yours?  Different OS?  Different browser?  Different setup in the application?  Different authentication?  Different physical locations?  Different network segments?  And so on...

Since we all utilize the same service, the set is same for every user. The organization's services are being interrupted by this unanticipated incident. I'll be extremely glad if we can fix this. The identical issue occurred with my this morning. We are on a server, to explain a few things.

Also, please let me know how I can obtain a direct, speedy answer. I appreciate your response.

Ok, server means you'll need to talk to the administrators of the service and the machine(s) it is running on.  The descriptions of the slowness you've given us strongly suggest a non-performant server. 

That's not actually Jira or its config directly in most cases, but that the server doesn't have the resources to run Jira properly, or it's not configured to use the resources it does have, or there's a massive misconfiguration (like putting the Jira home directory on shared storage), or, or, or...

I'm afraid we can't really help you a lot with this, you need to talk to your administrators/owners and get them to look at your server and why it is slow.
