I have had to upgrade our version of Jira from 6.4 to 7.13.17 and i am unable to get the Jira website to come up. It is only showing me a blank white screen. I have configured the config.bat and it is able to see the DB on the machine but i still am unable to access the site. We don't use Jira a ton so i'm not extremely familiar with it. Any insight would be appreciated

If you look in your log file then there will be some detail about what went wrong. Log file will be in your home directory.
Something like:
C:\Program Files\Atlassian\Application Data\JIRA
(on Windows) or/var/atlassian/application-data/JIRA
(on Linux)Check this page to understand important directories.
