Jira Training App administrator

We have a scenario where we have a training administrator. This individual needs to be able to administer the JIRA training app ONLY and have access to the training apps admin tools functionality with ability to assign and track courses. However, we do not want to make them an org admin. How can we make them an admin for the Jira Training app only?
